After retiring from the University of Saskatchewan of Canada, Prof. Evan Alan Hardy arrived in Sri Lanka to start dryland Agriculture for the Food and Agriculture Organization (FAO). In 1956, he became the founding director of the Regional Technical Training Institute for South Asia funded by the Colombo Plan. The institute was linked to the Gal Oya Project to train labourers and officials (Wijesundera, 2006).
On 16 January 1956, 30 students commenced their training at the institute and completed the courses in April 1958 (Wijesundera, 2006).
